Abstract

Valparaiso was declared a World Heritage Site by UNESCO and identified by its cultural, historical, port and tou- rist diversity. However, the progress of the city has been complex, contrary to the observed in other cities of the world that present similar characteristics. It has deteriorated over the years and was mainly affected by high unemployment rates, population indebtedness, poverty, quality of life, garbage, fires and delinquency. The objective of this study is to review the history of Valparaíso and to understand the foundation of its current characteristics and weaknesses, in order to identify its social and economic problems. The research allows identifying the failures of Valparaíso and its effects on economic, human and social communal development.
